LTC Charles Gill is a native of Radford, Virginia and attended Dickinson College in Carlisle, Pennsylvania.  He graduated in 2006 with a degree in Policy Management and received his commission as a Military Intelligence Officer from the Reserve Officers’ Training Corps (ROTC) program.

LTC Gill’s combat and contingency deployments include: Battalion S-2, 2nd Battalion, 17th Field Artillery Regiment in Northern Kandahar, Afghanistan; Company Commander, Bravo Company, 502nd Military Intelligence Battalion in Kandahar, Afghanistan; and Brigade S-3, 525th Military Intelligence Brigade in Bagram, Afghanistan.

He has served in a variety of other positions to include ACE Chief and Collection Manager, 82nd Airborne Division; Brigade S-3, 525th Expeditionary Military Intelligence Brigade; Chief, Cryptologic Services Group United States Africa Command (CSG AFRICOM), and the NSA/CSS Senior Representative to the Joint Intelligence Command United States Africa Command (JICAF).  He most recently served as the Deputy Commander of the JICAF at RAF Molesworth, United Kingdom.

LTC Gill’s military education includes the Military Intelligence Basic Officer Leadership Course, Military Intelligence Captains’ Career Course, Imagery Officers’ Course, SIGINT Officers’ Course and the Army’s Intelligence Development Program for Intelligence, Surveillance, and Reconnaissance (AIDP-ISR).  LTC Gill holds a Bachelor of Arts degree in Policy Management from Dickinson College and a Master of Science in Administration from Central Michigan University.

LTC Gill’s Awards and Decorations include the Bronze Star (First Oak Leaf Cluster [OLC]), Defense Meritorious Service Medal, Meritorious Service Medal (Second OLC), Army Commendation Medal (1 OLC), Joint Service Achieve Medal, National Defense Service Medal, Afghanistan Campaign Medal (Two Campaign Stars), Global War on Terrorism Service Medal, and the Military Intelligence Corps’ Knowlton Award. He was a recipient of the National Security Agency’s Ann Z. Caracristi Award for Operations and Production Excellence as part of CSG AFRICOM in 2021.

LTC Gill has been married for 21 years to Charlotte Gill of Winchester, England and they have two children, James (9) and Henry (7).

CSM Billy R. Allen was born in Dillon, SC and raised in Red Bluff, CA. He began his military career in 1998 with the United States Marine Corps and in 2007 reenlisted in the U.S. Army from Amarillo, TX. He completed his Military Occupational Specialty as an All-Source Intelligence Analyst (96B/35F) while assigned to Advanced Individual Training at Fort Huachuca, Arizona. CSM Allen’s assignments include: All Source Analyst, Intelligence Analyst Team Leader, Senior Intelligence Sergeant, S2 NCOIC, and six combat tours to Afghanistan while serving with the 3rd Ranger Battalion, 75 Ranger Regiment; Senior Drill Sergeant, A BTRY, 434 FA BDE and 95th AG BN, 434 FA BDE; Chief Intelligence Sergeant, NATO Rapid Deployable Corps Italy, First Sergeant for A Co. 741st MI BN, and the Operations Sergeant Major for the 116th MI BDE. 

CSM Allen’s Military and Civilian education includes the Basic Leader Course, Advanced Leader Course, Senior Leader Course, Masters Leaders Course, Sergeants Major Academy, Master Driver Trainers Course, CBRN Defense Course, Drill Sergeant School, Antiterrorism Officer Course (Basic), Ranger School, Company Team Leaders Course, Ranger Indoctrination Course, and Airborne School.
